President of the United States Joe Biden Prime Minister Narendra Modi, Australian Prime Minister Anthony Albanese and Japanese Prime Minister Fumio Kishida held a farewell summit on Saturday in their home state of Delaware.
India’s participation in the sixth Quad summit on Saturday is also in line with New Delhi’s “Act East” policy and Prime Minister Narendra Modi’s efforts to deepen engagement with East Asian countries.

Prime Minister Modi described the organization as a “force for global good” at the summit, sources said, adding that “it will stay, collaborate and contribute”.
“The prime minister further described the Quad as a means of rapid unified aid delivery,” the source said.
Prime Minister Modi said the Quad is not against anyone but supports the rules-based international order and respect for sovereignty.
“A free, open, inclusive and prosperous Indo-Pacific is our top priority,” Modi said in his opening remarks.

Quartet Leaders Cancer Moonshot
Prime Minister Modi announced $7.5 million worth of support Sampling and testing kits and vaccines to fight cervical cancer as part of India’s “One Planet, One Health” vision.
“India is ready to share its experience and expertise. Today we are joined by many experts from India working in cancer care. India’s vision is ‘One Planet, One Health’. I am announcing support of 7.5 million for sampling kits, testing kits and vaccines worth USD 1,” Prime Minister Modi said.

Consensus reached on reform of United Nations Security Council
It has a great role in promoting the development of India Ambition for a permanent seat on the United Nations Security CouncilLeaders agreed to reform the UN Security Council and recognized the urgent need to make it more representative, inclusive, transparent, efficient, effective, democratic and accountable through the expansion of permanent and non-permanent categories.
Indian foursome initiative
- India will provide technical assistance and capacity building for cancer care DPI to interested countries in the Indo-Pacific region through a US$10 million commitment to the WHO Global Digital Health Initiative.
- India will invest US$2 million to establish new solar projects in Fiji, Comoros, Madagascar and Seychelles.
- India has announced a new category of scholarships for students from the Indo-Pacific region to pursue 4-year bachelor’s degree engineering courses at government-funded technical institutes in India.
- As part of the Quad’s activities in the space sector, India is setting up a space-based portal for Mauritius to assist in monitoring extreme weather events and climate impacts.
- The Serum Institute of India has committed to partnering with Gavi and Quad to support the Indo-Pacific region in ordering up to 40 million doses of HPV vaccine.
- India has announced a new category of scholarships for students from the Indo-Pacific region to pursue four-year bachelor’s degree engineering courses at government-funded technical institutes in India.
- In the area of sustainable and resilient port infrastructure, India will host a capacity building workshop with the Coalition for Disaster Resilient Infrastructure (CDRI).
Four infrastructure promotion
At the Quad meeting, members agreed to leverage the collective expertise of the Quad group to support sustainable and resilient port infrastructure development across the Indo-Pacific region.
Under the initiative, Quad partners will share practices to ensure our ports can maintain acceptable services and infrastructure for ships, cargo and other customers when facing disruptions, such as pandemics, natural disasters and cyber or terrorist attacks level); this varies with port size, location and type of operation.
At the meeting, the first-ever “Quadrilateral Maritime Ship Observation Mission” in 2025 was announced to “improve interoperability between Indo-Pacific Coast Guards and promote maritime security.”
Logistics network
The “Four Indo-Pacific Logistics Network” pilot project will be launched to seek to share air freight capabilities among our countries and leverage our collective logistics advantages to support civilian responses to natural disasters across the Indo-Pacific region faster and more effectively.
The two parties announced the signing of the “Semiconductor Supply Chain Emergency Network Cooperation Memorandum”, which will leverage the complementary advantages of the four partners to achieve a diversified and competitive market and enhance the flexibility of the four parties in the semiconductor supply chain.
