In a reply submitted on July 24, Sukhbir apologized for “all that was said against him in the complaint” submitted by the leader of the dissident Syrian Democratic Union (now the Shiromani Akali Dal reform movement), saying that all Mistakes are “chet achet vich hoian inhan saarian bhullan” (all mistakes committed intentionally or unintentionally) and as a humble Sikh admit these mistakes. However, the five high priests chose to call these “his decisions” and “gunahan” (crimes), and they seemed to blame him for weakening the Akali Dal.

Demands have been made by Sikh groups and activists, some of whom have submitted representations to Akal Takht, that he should not get away with relying solely on traditional ‘tankhah’ (religious punishment) and that Sukh should be punished. In May 1987, his government was also dismissed and he appeared in the Akal Takht. He later appeared in Akal Takht in December 1988.
Definition of “tankhaiya”
According to the Sikh rehat maryada (code of conduct), a person is sentenced to “tankhaiya” for personal religious misconduct, of which repentance is an important element. The English translation of the rehat maryada provided by the SGPC reads: “Any Sikh who commits any lapse in observing Sikh discipline should approach a nearby Sikh congregation and confess his fault before the congregation.”
Bhai Kahn Singh Nabha’s Mahan Kosh (Encyclopedia of Sikh Literature) defines a “tankhaiya” as “a person who violates the principles of Khalsa and deserves religious punishment”. However, the complaints by the dissident Akali leaders and the statements made by the five Sikh high priests on Friday are entirely against Sukhbir Singh Badal for (gross) religious-political misconduct.
