From the consolidated preliminary inquiry report of six select districts, it is understood that there were egregious violations on the part of the authorities in registering the lands with regard to the ‘freehold of assigned lands’ schema introduced by the then YSRCP government the publicized details by The Hindu.
A preliminary inquiry into the alleged illegal registration of assigned lands on one mandal in each six districts was arranged and memberships were taken by bringing the Special Deputy Collectors through NDA State government’s special committees.
The report is based on the re-verification of documents in respect of 1,838 transactions with a dimension nearly to 30000 acres of assigned lands that made freehold.
It maintained that, out of them, 417 transactions with an extent of about 680 acres was allegedly registered not in conformity with provisions of law.
The inquiry Committees are headed by the admitting committees headed by the Special Deputy Collector whilst others are inclusive of a Tahsildar a Mandal Surveyor and an Assistant Registrar etc. Those Committees also were mandated for the re-verification of the physical and electronic Revenue and Registration records pertaining to Government lands and to freehold of land including assigned lands, dotted land, village service inaam land and Sharathugala Patta land and further transactions and determine the bona fides of the cases in accordance with the Act and rules along with Proformas. These Committees have been formed at Kanigiri mandal of Prakasam district, Srikalahasthi mandal of Tirupati district, Mydukuru mandal of YSR Kadapa district, Bathalapalli mandal of Sri Sathya Sai district, Vedurukuppam mandal of chittoor district and Veeraballi mandal of Annamayya district.
The report of each district is presented below.
Prakasam District sees through the report which states “Understanding 11,931 acres were scanned de-notified and freehold land. Out of this, an extent of 591 acres was found to be done not according to the said G.O. Ms. No. 596. It can be deduced that due diligence was not observed during the validation exercise. Out of 263 land transactions made here, 26 transactions with an extent of 56 acres had occurred not a in accordance with law.
Annamayya District collector maintained that ‘An extent of 4774 acres were made freehold. Out of this, an extent of 2022 acres was found not in accordance with the G. O. In 50 cases executing the documents are neither the original assignees nor legal heirs of the original assignees. In 95 transactions with an extent of 180 acres occurred not in accordance with age law. There were 14 cases in which the subject land was not included within the District Collector’s proceedings for denotification but they were granted freehold and registered. Parts of survey numbers christened Dotted as per RSR are held to be assignment land and freehold without being regularized under A P Dotted Land Regularization Act – 2017.’
According to the report from the Chittoor District collector, ‘in 98 instances, the executants are neither an original assignee nor the legal heirs.’
“Purportedly, out of 304 transactions, 160 transactions with an extent of 216 acres occurred not in respect to the prevailing statute,” said the report.
The other Sri Sathya Sai District collector clarified, “Land is freehold of an extent of 8227 acres. There are 267 transactions out of which in 23 cases the executants are neither the original assignee nor legal heirs. Besides, 30 transactions with an extent of 54 acres occurred not in accordance with law. This is, as one set of circumstances gives rise to conflicts in registrations, while in competing situations there are errors even in the way freeholdiy has been applied, so it has been applied without full legality.”
YSR Kadapa District Collector went on to add, “An extent of 2788 acres land was made freehold. Of this 576 acres are found to the contrary to the G.O. Regarding 320 transactions in abatment 50 cases satisfactory breeding of livestock is obtained in which the executants are neither the original assignee nor legal heirs. Also, 57 transactions with an extent of 101 acres occurred not in accordance with law”.
A report from strike off spoke. “9316 acres land was de-notified land made freehold. Out of it, an extent of 1914 acres found to be not in accordance with the G.O. Out of 418 transactions, in 29 cases executants are others, but not the assignees. Out of these transactions 49 transactions with an extent of 69 acres occurred in contravention of law”.
