An analysis of government-released data showed that Delhi has the highest percentage of Aadhaar-based DigiLocker sign-ups in India, with about 29.38% of the population registered on it as at 2026 projected population figures by Ministry of Health and Family Welfare pegged at 142.59 crore.
In total, this translates to approximately 20.05 crore individuals (14.06% of Indians) who have already signed up for DigiLocker and linked their Aadhaar to it. Among document types that can be displayed digitally using DigiLocker are IDs, school examination certificates, college degrees, vehicle registrations, etc., which can also be stored and retrieved electronically by users. The State and Union Territory-wise break-up was provided by the Ministry of Electronics and Information Technology last week in response to a Rajya Sabha query.
Ladakh with an estimated population of 3.05 lakh has a low penetration rate compared to other States and Union Territories having only 5,403 people registered on DigiLocker or roughly about %1.77 percent registration rate among population estimates . Other states with less than ten percent enrollment on DigiLocker using the UID include: Meghalaya (5.53%), Nagaland (6.1%), Mizoram (6.94%), Bihar (8.3%) and Odisha (9.88%).
The States with next highest coverage after Delhi are Chandigarh (28.82 %), Karnataka(27.74 %), Goa(20.9 %), Haryana(20.08 %), Maharashtra(19.9 %), Himachal Pradesh(19.68 %), Andaman & Nicobar Islands(19 .27%). Tamil Nadu has a DigiLocker – Aadhaar penetration rate of 13.25%.
