The committee that was appointed to examine the functioning of Dharani portal is said to be in favor of enacting comprehensive Law on land matters.
The panel of experts constituted by the Telangana Government to study the working of Dharani, an exclusive online system for land transactions, reportedly favours a comprehensive legislation that will regulate land issues. The committee chaired by senior Congress leader M. Kodanda Reddy is suggesting that all land related legislations of Revenue department should be brought under one umbrella so as to enable their effective implementation.
Based on this view, it can be noted that apart from maintaining that digital records of rights in all lands in every village of Andhra Pradesh should be maintained using Dharani database center, there are other weaknesses which led the committee to conclude that RoR lacks progressiveness.
1971 Act has been replaced by New RoR Act with no provision for appeal by the landowners if there are any disputes or wrong entries into pattadar passbooks. “This is a deliberate attempt to deny landowners their right to appeal,” a committee member told The Parami News.
Thus, before briefing the Revenue Minister Pongulaeti Srinivas Reddy about what they had done up to date, this team crossed paths with stakeholders at field level and spoke with officers from relevant departments. In addition, it has analysed RoR Acts in ten different States and concludes that since its inception; all these challenges must be solved through adoption of new comprehensive legislation.

The panel consists NALSAR faculty and Land Laws Expert Mr. Sunil Kumar, former Chief Commissioner (CCLA) Raymond Peter, retired special grade Deputy Collector Mr. B. Madhusudan and its member convenor CCLA Navin Mittal as it member convener. It is also preparing to submit its final report which will contain recommendations aimed at improving the revenue administration to the Government.
The panel is awaiting an appointment with Chief Minister A. Revanth Reddy to apprise him of the tasks that we have done and conclusions reached after extensive exercises on this matter. “We will fine tune our recommendations once the appointment with the Chief Minister is fixed,” another member said.
